Regional Directors

Mark Alderdice, MD, FACEP is Regional Director for the Foothill Region and has been a CEP America Partner since 1997. Dr. Alderdice completed his undergraduate studies at UC Berkeley, where he majored in Nutritional Sciences and Biochemistry. He earned his medical degree from UC Davis and completed an internship and residency in Family Practice at Natividad Medical Center, a UC San Francisco affiliated program. He has practiced Emergency Medicine for his entire professional career and has been involved in practice management for seventeen years. Prior to joining CEP America he served as Regional Director for another Emergency Medicine group. Dr. Alderdice is a Diplomate on the Board of Certification in Emergency Medicine, an American College of Emergency Physicians Fellow and a member of the San Francisco Medical Society. Born and raised in San Francisco and Daly City, Dr. Alderdice now practices Emergency Medicine a few blocks from the house where he was raised. He currently resides in Inverness, California.

Brian Anderson, MD is Regional Director for the Riverside and Illinois Regions. Dr. Anderson joined CEP America in 2001. He is a graduate of Loma Linda University School of Medicine and completed his Emergency Medicine residency at Loma Linda University Medical Center. He is Board-certified in Emergency Medicine, and served as the Medical Director for Emergency Services at Desert Regional Medical Center from December 2004 to October 2008.

Jeff Bass, MD is Regional Director for the Central Coast Region. He is double Boarded in Emergency and Internal Medicine. He completed his Internal Medicine Residency at the University of California, Los Angeles and his Emergency Medicine program at the University of Mississippi, where he was the Chief Resident. Prior to assuming his duties as Regional Director in January, 2010, Dr. Bass served as the Medical Director for the Emergency Department at Natividad Medical Center in Monterey County, CA. He was a key leader in the Hospital's effort to regain financial health that included increasing their department's patient volume by over 50% in 4 years. Dr. Bass also played a key role in helping the Hospital build medical staff support for many of the changes necessary for restoring the Hospital's viability. His leadership in the Department decreased waiting times for patients from 6 hours to less than 30 minutes and patients left without being seen from 13% to less than 2%.

David Birdsall, MD is Regional Director of the East Bay and Washington Regions and has been a CEP partner since 2002. He is Board Certified in both emergency and internal medicine, and served as Chief of Staff at John Muir Medical Center, Concord. He received a Bachelor of Arts degree in Biology from the University of California, Davis, where he also completed his residency after earning his medical degree from Tulane University School of Medicine.


John Fredericks, MD, FACEP joined CEP America in 1978 and is Regional Director of the San Diego/Imperial/Georgia Region. He is also a staff physician at the Palomar Medical Center and Pomerado Hospital Emergency Departments. Dr. Fredericks is an American Board of Internal Medicine Diplomate, an American Board of Emergency Medicine Diplomate, and an American College of Eergency Physicians Fellow. He is also a member of the San Diego County Medical Society and the California Medical Association. He holds a Bachelor of Arts in Biology from the University of California, San Diego and a medical degree from the University of California, Irvine. Dr. Fredericks completed his internship and residency in Internal Medicine at the University of California, Irvine - Medical Center. In 2005, CEP America honored him with the prestigious distinction of Master Clinician.

Rob Hamilton, MD, FAAEM joined CEP America after his independent democratic group merged with CEP America in January of 2007. He continued in his role as Medical Director at Mercy Medical Center in Redding, California until he took on the role of Associate Regional Director and now Regional Director for the North State Region. He is a Fellow of the American Academy of Emergency Medicine and is active in the local medical community. Dr. Hamilton went to medical school at the University of Colorado and completed Emergency Medicine Residency at the University of California San Diego program. Since Residency he has practiced in a variety of practice settings and groups, and believes CEP America offers the best model of physician practice he has seen. He has been part of the CEP America Compliance Committee and Innovation and Development Group, and has particular interests in Wilderness and Environmental Medicine and Emergency Department Workflow. He resides in Redding, California and is always looking for opportunities to fly to other CEP America sites.

Theo Koury, MD, FACEP is Regional Director of the San Francisco Peninsula Region in California. He has been a CEP America Partner since 1997, serving on the Board of Directors and as an Associate Vice President. Dr. Koury previously acted as the first chairman of CEP America's New Partner Committee. He serves on various hospital-based committees including chairman of the Emergency Department Performance Improvement Committee and chairman of the Interdisciplinary Practice Committee. He attended the University of Southern California, where he obtained his bachelor's in Biology, and earned his medical degree at the Eastern Virginia Medical School in Norfolk, Virginia. Dr. Koury completed his residency in Emergency Medicine at the Eastern Virginia Graduate School of Medicine in Norfolk, Virginia, where he served as Chief Resident and received the John P. McDade Award for "Research in Emergency Medical Care." He is an American College of Emergency Physicians Fellow. 

Gary Li, MD, FACEP joined CEP America in 1993 and is the Regional Director of the San Jose Region. Dr. Li is a member of the Santa Clara County Medical Association, California Medical Association, American Medical Association, and Alpha Omega Alpha Honor Medical Society. He is former president of the South Bay Emergency Medical Directors Association. He received a Bachelor of Science degree in Biological Sciences from the University of California, Davis. After continuing on to Medical School at UC Davis, Dr. Li completed his Emergency Medicine residency at the Los Angeles County Harbor-UCLA Medical Center in Torrance, CA. Dr. Li is an American College of Emergency Physicians Fellow and an American Board of Emergency Medicine Diplomate.

Scott Lopata, MD is the Regional Director for Arizona. Dr. Lopata joined the group in 1999 and practices at each of the sites in his region. Dr. Lopata is a Diplomat of the American Board of Emergency Medicine. He received a Bachelor of Arts in History from the University of California, Berkeley. He attended Temple University in Philadelphia where he earned his Masters of Science in Physiology and his medical degree. Dr. Lopata completed his residency in Emergency Medicine at Emory University in Atlanta.

Tom Lukaszczyk, MD, FACEP is the Regional Director of the Central California Region and has been a CEP America Partner since 1989. Prior to serving as Associate Regional Director, Dr. Lukaszczyk was Medical Director at Sierra View Hospital Porterville, California. He is Board Certified in Emergency Medicine and an American College of Emergency Physicians Fellow.  Dr. Lukaszczyk earned his medical degree at the Hahnemann School of Medicine at Drexel University in Philadelphia, Pennsylvania. He completed his residency in Emergency Medicine at Kern Medical Center in Bakersfield California. In addition to his position as Associate Regional Director for Central California, Dr. Lukaszczyk currently serves as the Associate Regional Director for Mercy Medical Center in Roseburg, Oregon.

Phil Piccinini, MD is Regional Director of the Los Angeles and Illinois Regions. He joined CEP America in 2004. Dr. Piccinini was CEP America's first Administrative Fellow and during his Fellowship he created the Partnership's Sepsis Protocol and helped develop the CEP America CME program. Dr. Piccinini served as Medical Director for Saint. Francis Memorial Hospital in San Francisco from 2005 through 2007 and is now practicing at Pomona Valley Hospital Medical Center, St. John's Regional Medical Center, St. John's Pleasant Valley Hospital and Olympia Medical Center. Dr. Piccinini serves on the CME Committee and the Compliance Committee. He is a graduate of The University of Nevada School of Medicine and completed his emergency medicine residency at Los Angeles County Harbor-UCLA Medical Center in Torrance, CA.

Michael Sequeira, MD, FACEP is Regional Director of the Inland Empire Region and he practices at each of the sites in his region. Dr. Sequeira is an American College of Emergency Physicians Fellow, an American Board of Emergency Medicine Diplomate, a member of the American Board of Internal Medicine, and the National Board of Medical Examiners. He received a Bachelor of Arts in Zoology from Pomona College in Claremont, California, where he graduated summa cum laude. He earned his medical degree from the University of California, San Diego. Dr. Sequeira completed residencies in Internal and Emergency Medicine at the University of Oregon Health Sciences Center. Among his areas of expertise are the Rapid Medical Evaluation Program (RME), Emergency Department Operations, and Clinical Practice Speed and Efficiency. Dr. Sequeira has been awarded the prestigious distinction of Master Clinician by CEP America. He has been with CEP America since 1990.

Gail Silver, MD joined CEP in 1990 and has served as the ACC Board Liaison to the CEP America Board since 2004.  She has been the Regional Director of the Ambulatory Care Center Region since January 2008. She earned her Bachelors Degree in Animal Sciences at the University of California in Davis California  She then went on to earn her Masters Degree in Animal Behavior and her Medical Degree at the Chicago Medical School in North Chicago, Illinois. Dr. Silver completed her Residency in Family Practice at Long Beach Memorial Medical Center in Southern California.  She is a Diplomate of the American Board of Family Practice. Currently she practices at both Saddleback Urgent Care Centers - Mission Viejo and Lake Forest.

Matthew Stilson, MD, FACEP is the Associate Regional Director of the Illinois region and the Medical Director of Sherman Health’s Emergency Department and Immediate Care Centers in Elgin, Illinois. He has been a CEP America partner since 2005. Dr. Stilson earned a Bachelor of Sciences with Honors in Genetics from the University of California, Davis. After continuing on to Medical School at UC Davis, he completed his emergency medicine residency at Advocate Christ Hospital in Chicago. Dr. Stilson has served on the board of the California College of Emergency Medicine and CEP America’s New Partner Committee. He is an American College of Emergency Physicians Fellow and a member of the Emergency Medicine Residents Association.  


Barbara Victor, MD, FACEP joined the CEP America Partnership in 1999 and has held medical directorships in the emergency departments of Martin Luther King Jr. - Harbor Medical Center, Garden Grove Hospital and California Hospital. She completed her nursing degree at Harbor College, and practiced as a nurse for eight years in the Emergency Department at Harbor / UCLA Medical Center. She then went on to pursue her Bachelor of Arts in Biology at California State University, Long Beach. After much encouragement from her colleagues, Dr. Victor applied to medical school and attended Tufts University School of Medicine in Boston, Massachusetts. She completed her residency in Emergency Medicine at Loma Linda University. Dr. Victor is Board Certified in Emergency Medicine. Today, Dr. Victor is the Regional Director for the Orange County Region. She is recognized as a provider of "Excellence in Community Service" from the City of Garden Grove. She participates on the CEP America Compensation Committee and is a member of the Board of Directors.
