Program Directors

Michael Aratow, MD is the Director of Medical Informatics for CEP America. He practices at San Mateo Medical Center where he is also Chief Medical Information Officer. There he has helped to implement the Emergency Department Information System, and an outpatient Ambulatory Electronic Medical Record for general and specialty clinics that collectively see about 250,000 annual visits. Dr. Aratow received his bachelor's in Biology, Cum Laude, from University of California, Irvine, his medical degree from the University of California, Los Angeles David Geffen School of Medicine, a surgical internship at University of California, San Francisco and his Emergency Medicine training at John H. Stroger, Jr. Hospital in Chicago. He also has performed an orthopedic research fellowship at the University of California San Diego School of Medicine and was a research consultant at NASA -Ames Research Center in basic physiology and virtual environment projects. Michael is active in 3D computer graphics standards activities, especially as it relates to 3D medical images.

Douglas Brosnan, MD, JD is Director of Provider Relations for CEP America. He completed his Bachelor's of Science in Physiology, with a minor in Chicana/o Studies, Cum Laude, at the University of California - Los Angeles. In 2003, he received his Juris Doctor from the University of California, Hastings College in San Francisco, and in 2005 he received his Doctor of Medicine from the University of California, Irvine, where he also completed his residency in the Department of Emergency Medicine. He publishes and lectures frequently, and has previous experience working as a Legislative Analyst. Dr. Brosnan currently serves as an Editor for the Western Journal of Emergency Medicine. He recently participated in the California Medical Association's Council on Legislation, as well as the Hospital Based Practice Forum. He is currently on the California Chapter of the American College of Emergency Physicians Board of Directors.

Jay Kaplan, MD, FACEP
joined the CEP America Partnership in 2003 as the Director of Service and Operational Excellence. Nationally recognized as an expert in the clinical areas of emergency medicine and service excellence, Dr. Kaplan provides customer service and operational consultations to CEP America contracted emergency departments. In addition, Dr. Kaplan the Physician Advisor for Press Ganey Associates, the nation's largest patient satisfaction survey company. He is also a staff physician in the Emergency Department at Marin General Hospital. He obtained his Bachelor of Arts (cum laude) and Medical Degree from Harvard University. He graduated from Harvard Medical School as a member of the Alpha Omega Alpha Honorary Medical Society. Dr. Kaplan completed his residency and fellowship at the University of California, Davis - Sacramento Medical Center. He is Board Certified in Emergency Medicine and Family Medicine. Dr. Kaplan has received numerous awards including Outstanding Speaker of the Year in 2003 from the American College of Emergency Physicians, and Physician of the Year in 2001 by the New Jersey State Society of Physicians Assistants.

Bing Pao, MD
has been with CEP America since 1999 and currently serves as Director of Provider Relations. He attended the University of North Carolina, Chapel Hill, where he graduated with highest distinction. He then went on to study medicine at Duke University, and completed his residency at the University of California, San Diego. He is Board Certified in Emergency Medicine and holds an appointment as Assistant Clinical Professor at the University of California - San Diego. He previously served as the President of the California Emergency Residency Association and as a reviewer for the Journal of Emergency Medicine. A practicing physician at Pomerado Hospital and Palomar Medical Center in Escondido, California, he has served as the Assistant Director of the Emergency Department. In 2005 and 2006 Dr. Pao was given the "Top Doc" Award by San Diego Magazine. Dr. Pao is on the Board of Directors for the California Chapter of the American College of Emergency Physicians (ACEP) and San Diego County Medical Society. He also serves on the Reimbursement Committee for CAL/ACEP and ACEP.

Jason Ruben, MD joined CEP America in 2006 and currently serves as Director of the Scribe Program.   He attended the University of Southern California, where he earned both his bachelor’s in psychobiology and his medical degree.  Dr. Ruben completed his residency in Emergency Medicine at Los Angeles County + USC Medical Center, going on to serve as a Clinical Instructor and the Director of the International Emergency Medicine fellowship program before moving to San Francisco. His writing has appeared in Emergency Medicine publications and EM Blogs, and he has lectured both nationally and internationally. Dr. Ruben’s expertise in scribe program design, implementation and management has lead to exponential growth of CEP America’s scribe program since its establishment in 2008. Dr. Ruben has become an expert in adoption patterns of electronic healthcare records (EHR) by ED physicians.


Ghazala Sharieff, MD, FACEP
joined CEP America in 1998 and serves as Director of Pediatric Emergency Medicine and is a staff physician at Pomerado Hospital and Palomar Medical Center in Escondido, California. Dr. Sharieff received a Bachelor of Arts in Economics from the University of Michigan and her medical degree from Michigan State University School of Medicine. She completed her residency at Stanford University, followed by a Pediatric Emergency Medicine Fellowship at Children's Hospital and Health Center in San Diego. Dr. Sharieff is on the ACEP Pediatric Emergency Medicine Committee and is Medical Director at San Diego Rady Children's Hospital Emergency Care Center. She also served as the Co-Chair of the American Academy of Emergency Medicine (AAEM) Education Committee and was a member of the Board of Directors for the American Academy of Emergency Medicine (AAEM). Dr. Sharieff is an Assistant Editor for the pediatric section of the Journal of Emergency Medicine and an Editorial Board Member for Pediatric Emergency Medicine Practice. She has been published in a number of journals and lectures nationally and internationally on a wide array of topics, dealing primarily with pediatric emergency medicine.

Joshua Tamayo-Sarver, MD, PhD, FACEP is Director of Clinical Data Analysis and Research at CEP America, overseeing the organizational data strategy, evaluating the effects of programs and practices, and leveraging data to provide the information needed for CEP to provide the highest quality and most efficient patient care.  Dr. Tamayo-Sarver joined CEP America in 2008 as a Fellow in Administration and Data. In addition to being the Director of Clinical Data Analysis and Research, he works as a staff physician in the Emergency Department at Good Samaritan Hospital in San Jose, California, where he is also the Assistant Director of Quality Improvement. He holds a bachelor's degree with honors in biochemistry from Harvard University, a medical degree from Case Western Reserve University, and a certificate in medical informatics from Oregon Health Sciences University. Dr. Tamayo-Sarver completed his PhD at Case Western Reserve University in Epidemiology and Biostatistics, where his dissertation was the development and publication of a novel model describing how physicians make clinical decisions in practice. He completed his residency in emergency medicine at Harbor-University of California, Los Angeles. He also spent a year working as an EMT and health educator in El Salvador.
